Increases the theft in the second degree threshold value from $300 to $750 for property or services under Hawaii Revised Statutes Section 708-831(1)(b).

Leaves all other theft in the second degree provisions unchanged, including those related to theft from a person, aquacultural products, agricultural equipment and supplies, and agricultural commodities.

Takes effect upon approval with no retroactive application to rights, duties, penalties, and proceedings that began before the effective date.
