Adds a new section to Hawaii Revised Statutes Chapter 46 that exempts counties and county employees from liability for removing personal property from county property.

Exemption applies only when removal is executed pursuant to a county ordinance that prohibits storing personal property on public property and authorizes removal and temporary storage for owner retrieval.

Does not affect rights, duties, penalties, or proceedings that matured or began before the bill's effective date.

Becomes effective upon approval.
