Prohibits any person from taking or attempting to take uhu (parrotfish) by any means within state marine waters

Establishes criminal penalties with fines of $500 for a first offense, $2,000 for a second offense, and $10,000 for a third or subsequent offense

Authorizes administrative fines of up to $10,000 per uhu taken or attempted to be taken in violation of the prohibition

Permits seizure and forfeiture of any caught uhu, commercial marine license, vessel, and fishing equipment, plus assessment of administrative fees, costs, and attorney's fees

Takes effect on July 1, 2014
