Repeals the existing protest process in Chapter 103F, Hawaii Revised Statutes, for health and human services contract procurement to comply with Hawaii Supreme Court decisions in Alakai Na Keiki v. Matayoshi and AlohaCare v. Dep't of Human Services.

Establishes a new contract award process where a purchasing agency prepares a written staff recommendation (non-binding) and makes it available to the public.

Allows any person to submit comments on the staff recommendation within 30 days; the agency head is not required to respond to comments.

Requires the agency head to award the contract at least 5 days after the 30-day comment period closes, which constitutes the final agency decision.

Makes contract awards final and conclusive with no protest or judicial review permitted under this chapter.
