Amends Article XVII, Section 3 of the Hawaii Constitution to change how constitutional amendments proposed by the legislature are ratified by voters.

Requires the full text of proposed amendments to be made available on the office of elections website at least a specified number of days before the general election.

Changes ratification thresholds: amendments require approval by a majority of votes cast on the question constituting at least 50% of total votes cast at a general election, or 30% of registered voters at a special election.

Specifies that only affirmative and negative votes shall be counted; blank ballots and spoiled ballots shall not be tallied when determining if an amendment passes.

Removes previous ratification requirements and makes the constitutional provisions self-executing while allowing the legislature to enact supporting legislation and make necessary appropriations.
