Limits owner-builder exemption to residential and farm property only, removing exemptions for industrial and commercial structures.

Requires owner-builders to supervise construction, hire appropriately licensed subcontractors, ensure compliance with building codes, provide workers' compensation insurance, and maintain records available for department inspection.

Owner-builders must keep construction records for three years after completion and are ineligible to recover from the contractors recovery fund.

Increases penalties for violations of owner-builder rules from 40-50 percent to 50-60 percent of construction or improvement value indicated on building permit application.

Extends contractor disclosure requirements regarding liens, bonding options, and contract terms to apply to homeowners even when operating under owner-builder status, effective July 1, 2013.
