Amends the definition of "small employer" in Hawaii's Insurance Code to align with federal Affordable Care Act requirements, maintaining the current standard of 1-50 employees rather than the federal default of 1-100 employees until the mandatory January 1, 2016 deadline.

Establishes a uniform network adequacy standard requiring all managed care plans to demonstrate adequate provider networks to the Insurance Commissioner and provide qualified health plan lists to the Hawaii Health Connector.

Applies licensing requirements for insurance producers to health maintenance organizations and mutual benefit societies.

Repeals section 432E-3 of Hawaii Revised Statutes relating to managed care plans and access to services to eliminate conflicting regulatory standards.

Ensures Hawaii's insurance laws comply with the Affordable Care Act, Public Health Service Act, and Health Insurance Portability and Accountability Act of 1996.
