Establishes the Hawaii Green Infrastructure Authority within the Department of Business, Economic Development, and Tourism (DBEDT) to administer the Hawaii Green Infrastructure Loan Program providing low-interest loans for green infrastructure equipment and technology.

Creates a green infrastructure bond special fund and a green infrastructure special fund to provide sustainable funding mechanisms for the loan program.

Authorizes the Public Utilities Commission to implement fees and on-bill financing through electric utilities to support the loan program.

Allows DBEDT to issue revenue bonds to fund the purposes of the loan program.

Requires annual reporting from the Hawaii Green Infrastructure Authority and inclusion of financing and progress information in the Public Utilities Commission's annual report.
