Reallocates Hawaii's environmental response, energy, and food security tax (barrel tax) by increasing deposits to the energy security special fund from 15 cents to 42.5 cents per barrel and to the agricultural development and food security special fund from 15 cents to 42.5 cents per barrel, while increasing the environmental response revolving fund allocation from 5 cents to 10 cents per barrel.

Repeals the sunset date of the barrel tax originally scheduled for June 30, 2015, making the tax permanent rather than temporary.

Extends the sunset date for the Energy Systems Development Special Fund (Hawaii Natural Energy Institute) from June 30, 2013 to June 30, 2018.

Repeals section 10 of Act 73 (Session Laws of Hawaii 2010) that would have required unexpended funds in the agricultural development and food security special fund to lapse to the general fund on June 30, 2015.

Appropriates unspecified sums from the three special funds to the departments of business, economic development and tourism; agriculture; and health for fiscal years 2013-2014 and 2014-2015, effective July 1, 2030.
