Increases the state motor vehicle registration fee by an unspecified amount to fund the disability and communication access board special fund for administering the disabled persons parking program.

Directs the director to deposit $40 of each annual motor vehicle registration fee into the state highway fund, $5 into the emergency medical services special fund, and an unspecified amount into the disability and communication access board special fund.

Applies to all vehicles and motor vehicles in Hawaii as defined in chapter 249, except those otherwise exempted.

Takes effect January 1, 2030, and is repealed January 1, 2019, with the original statute being reenacted.
