Establishes fees of $50 for expedited certified copies of birth, death, and marriage records; $25 for corrections to vital statistics certificates; and $10 for file searches without certified copies.

Directs collected fees to be deposited into the Vital Statistics Improvement Special Fund instead of the General Fund to support vital statistics operations at the Department of Health.

Specifies that collected fees shall be used to offset administrative costs related to registration, processing, and issuance of vital records.

Increases fees for copies of birth, marriage, divorce, or death certificates with deposits allocated to various funds.

Committee amended the bill to change all specific dollar amounts to unspecified sums and set the effective date to July 1, 2050 to allow for further discussion.
