Repeals the Department of Health's authority to adopt rules regulating human habitation within vehicles parked on roadways, streets, highways, or other public property between 6:00 p.m. and 6:00 a.m.

Removes the Department of Health's rulemaking authority for human habitation in vehicles parked on private property without proper authorization.

Eliminates unnecessary rulemaking provisions in the Hawaii Revised Statutes related to vehicle habitation regulations.

Received support from the Department of Health and a concerned individual during committee testimony.

Recommended for passage by the House Committee on Finance.
