Amends Hawaii Revised Statutes Section 342G-82 to establish a tiered glass advance disposal fee system for glass container importers effective January 2, 2014.

Sets advance disposal fees at three cents per glass container for containers twelve ounces or less, and six cents per container for those greater than twelve ounces, measured by weight or volume.

Replaces the previous flat fee of one and one-half cents per glass container that had been in effect since September 1, 1994.

Excludes drinking glasses, cups, bowls, plates, ashtrays, similar tempered glass containers, and glass deposit beverage containers from the advance disposal fee requirement.

Takes effect January 1, 2014.
