HB905 - Point of Care Newborn Screening

• Establishes point of care newborn screening program allowing newborns to be screened for specified diseases and conditions at birthing institutions before discharge, with diagnostic testing completed before or immediately after discharge.

• Authorizes the Department of Health to specify which diseases and conditions are covered by point of care screening and to adopt rules establishing policies, procedures, quality control, record retention, and educational requirements.

• Requires institutions caring for newborns and attending physicians to ensure every newborn receives point of care screening tests, unless parents or guardians object in writing based on religious beliefs.

• Amends the newborn metabolic screening special fund to include funding for point of care newborn screening services alongside existing newborn metabolic screening activities.

• Requires the Director of Health to submit annual reports to the legislature detailing expenditures from the newborn metabolic screening special fund for point of care screening activities; effective July 1, 2050.
