Authorizes the Department of Health to adopt, amend, or repeal rules establishing a list of specific vaccines available or potentially available in Hawaii.

Allows the director of health, in consultation with the state epidemiologist, to adopt immunization recommendations from the U.S. Department of Health and Human Services Advisory Committee on Immunization Practices as rules, including interim recommendations.

Requires the department to provide public notice statewide and post the full text of proposed vaccination rules on the Internet, with modified rulemaking procedures that bypass standard chapter 91 notice and comment requirements.

Permits the department to defer the effective date of new or amended vaccination rules to allow sufficient time for compliance.

Ensures Hawaii's vaccination requirements and administration practices conform with recognized standard medical practices and national recommendations updated yearly by federal health authorities.
