Authorizes the Department of Labor and Industrial Relations to recoup overpayments of unemployment benefits from an employer's unemployment trust fund account when the employer fails to respond to written requests for information.

Imposes a penalty on individuals who receive overpaid unemployment benefits and allows recoupment of both the penalty and overpayment from the individual's federal income tax refund.

Permits offsetting an employer's default of advance payments, contributions, or reimbursements against the employer's federal income tax refund payments.

Authorizes use of state unemployment trust fund account funds to pay fees for reviewing reductions relating to credits and refunds under the Internal Revenue Code.

Conforms Hawaii's employment security laws to the federal Trade Adjustment Assistance Extension Act of 2011 to maintain federal grant eligibility and participate in the federal Treasury Offset Program.
