Adds new section to Chapter 89, Hawaii Revised Statutes requiring the Hawaii Labor Relations Board to provide written notice of hearings to all parties by first class mail at least 15 days before the scheduled hearing date.

Amends section 89-9(a) to remove an obsolete provision that prohibited parties from negotiating cost items for the 1999-2001 biennium.

Amends section 89-9(e) to update references from sections 87-4 and 87-1(8) to sections 87A-32 and 87A-1 regarding health benefits trust fund contributions.

Clarifies that arbitration under section 89-11 is not available for resolving disputes over the amounts the State and counties contribute to the Hawaii employer-union health benefits trust fund.

Becomes effective July 1, 2050.
