Authorizes use of employment and training fund monies to carry out training programs for small businesses included in the State's economic development strategy

Addresses small business workforce training needs through three programs: the macro program (grants for customized projects addressing critical skill shortages), employer referral program (allows employers to register employees for training courses), and volunteer internship program (provides training for job seekers and unemployment benefit recipients)
