Prohibits hydraulic fracturing for oil or gas recovery in Hawaii without obtaining a permit from the board of land and natural resources.

Prohibits collection, transportation, storage, processing, or discharge of hydraulic fracturing waste fluid without first obtaining a permit from the board.

Requires the board of land and natural resources to adopt rules governing hydraulic fracturing permits through chapter 91 procedures, with no permits to be issued until rules are adopted.

Establishes permit application procedures requiring written application, board-determined annual fees, and public hearings conducted under chapter 91 for permit approval, denial, or modification.

Imposes fines for violations and authorizes the board to seek injunctive relief to stop prohibited activities, with penalties in addition to any other criminal or civil penalties under existing law.
