Amends definitions for "renewable energy producer," "geothermal resources," "geothermal resources exploration," and "mining lease" to clarify mineral resource laws

Authorizes the Board of Land and Natural Resources to issue mining leases for state lands to renewable energy producers by two-thirds vote without requiring public auction

Allows the Board to set fees for notices of mining leases and bidder deposits, and to establish administrative fines for violations, rather than having these amounts fixed by statute

Requires all penalties, fees, and costs collected by the Department of Land and Natural Resources related to mineral rights be deposited into the special land and development fund

Authorizes injured parties to bring private legal action for violations of mineral rights laws and allows the Board to set fines for violations subject to a statutorily-established maximum
