Clarifies that equipment, articles, instruments, aircraft, vehicles, vessels, business records, and natural resources used in violation of Kahoolawe Island Reserve rules may be seized and forfeited under Hawaii Revised Statutes sections 199-7 and chapter 712A.

Adds a new section to Chapter 6K, Hawaii Revised Statutes, establishing that property is subject to forfeiture for prohibited activities designated by rule or violations of fishing regulations within the island reserve.

Authorizes the Kahoolawe Island Reserve Commission to adopt rules providing for forfeiture under chapter 712A for violations subject to penalties under Chapter 6K.

Addresses a Hawaii Supreme Court ruling in Carlisle v. One (1) Boat (2008) that required administrative rules to specifically authorize forfeiture in natural resource violation cases.

Takes effect upon approval.
