Amends Section 329-11, Hawaii Revised Statutes to establish specific criteria the administrator must consider when emergency scheduling controlled substances, including the actual or possible abuse of the substance and the risk to public health.

Requires assessment of substance abuse patterns including its history, current pattern of abuse, scope, duration, significance of abuse, and degree of detriment from abuse.

Mandates the Department of Public Safety post public notice 30 days prior to the effective date of emergency scheduling actions at the State Capitol, the Office of the Lieutenant Governor, and on the department's website.

Maintains existing requirement that temporary emergency scheduling designations are nullified if the next regular legislative session does not enact corresponding statutory changes.
