Amends Hawaii Revised Statutes Section 128D-2 to authorize the environmental response revolving fund to support operations of an environmental disaster standby and response facility for native wildlife recovery and rehabilitation.

The facility shall be responsible for recovering and rehabilitating native wildlife sickened, injured, or contaminated by oil or fuel-related disasters in Hawaii.

Expands permissible uses of environmental response, energy, and food security tax revenues to include wildlife rehabilitation alongside existing uses for oil spill prevention, energy conservation, air quality, water protection, and waste management.

Takes effect on July 1, 2013.

Establishes Hawaii Wildlife Center as the designated facility to respond to oil and fuel-related wildlife emergencies throughout the State and Pacific Islands region.
