Seeks to allow states to prohibit corporate direct donations and independent expenditures related to candidate elections or defeats.

Seeks to allow states to prohibit political action committees and non-candidate committees from making independent expenditures in candidate elections.

Requests amendment authority for states to require reporting of campaign donor identities and to limit candidate expenditures.

Directs transmission of the resolution to the U.S. Senate Majority Leader, House Speaker, Hawaii's congressional delegation, and presiding officers of all state legislatures.
