Requests the Harbors Division of the Department of Transportation to promptly negotiate a new lease with Pacific Shipyards International for relocation to Piers 24-25.

Pacific Shipyards International will be displaced from Pier 41 by the end of February 2014 due to the development of the Kapalama Container Terminal.

The new lease should be tailored specifically for ship repair operations and enable Pacific Shipyards International to offset high relocation costs while maintaining ship repair capability in Honolulu Harbor.

Directs that adjacent lands to Piers 24-25 be included in the lease as necessary and that negotiations be completed without delay or consideration of unrelated Pier 41 and Kapalama Container Terminal issues.

Requires transmission of certified copies to the Director of Transportation, Deputy Director of the Harbors Division, and President of Pacific Shipyards International.
