Encourages University of Hawaii administration to establish and implement a tobacco-free policy prohibiting smoking and all tobacco product use by students, faculty, staff, contractors, and visitors on all UH campuses and facilities.

Requests UH administration to implement the policy through adequate signage and a public information campaign to ensure smooth implementation.

Encourages UH to carry out existing executive policy E10.102(D) by creating plans to discourage tobacco use initiation and assist users attempting to quit.

Directs certified copies of the resolution to be transmitted to the President of the University of Hawaii and the Chairperson of the Board of Regents.

Notes that 766 colleges and universities nationwide have already implemented tobacco-free policies, but no Hawaii institution of higher education has done so, and that UH's tobacco policy has not been updated in over ten years despite subsequent changes in state law.
