Authorizes the Board of Land and Natural Resources to issue a term non-exclusive easement over state submerged lands fronting tax map key (1) 4-7-014, seaward of 010, in Kaalaea, Koolaupoko, Oahu.

Easement permits the Robert E. Cambra and Agnes L. Freitas Trust to construct, use, maintain, repair, and replace a seawall and filled land covering approximately 2,243 square feet of encroaching structures.

Fair market value of the easement is $62,600, to be paid in three annual installments rather than a lump sum.

Board of Land and Natural Resources previously approved the easement on November 10, 2011, and approved the appraisal and payment terms on July 9, 2012.

Requires prior legislative authorization pursuant to Hawaii Revised Statutes section 171-53 for leasing state submerged lands.
