Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering state submerged lands at Kawailoa, Waialua, Oahu (Tax Map Key: (1) 6-1-003:024-0001 seaward).

Permits use of the easement for maintenance and repair of an existing rock and concrete seawall that was placed on the land prior to 1949 and now encroaches over 110 feet onto state property.

Resolves an encroachment issue discovered in 2012 when Douglas and Kathleen Giannetti purchased the abutting private property and sought to construct a new home.

Requires legislative authorization under Hawaii Revised Statutes section 171-53, which mandates prior approval of the Governor and Legislature for leasing state submerged lands.

Board of Land and Natural Resources approved the easement grant on January 11, 2013.
