Request the Legislative Reference Bureau to conduct a study on family school leave policies that would allow parents and guardians of school-aged children to take leave from employment to participate in educational activities.

Study must examine feasibility and potential impact of requiring employers to allow family school leave, with consideration of employer size thresholds and annual hour requirements.

Legislative Reference Bureau directed to research other states' family school leave laws and collaborate with the Department of Labor and Industrial Relations, Chamber of Commerce of Hawaii, Hui for Excellence in Education, and Hawaii Parent Teacher Student Association.

Study must recommend minimum employer size (number of employees) required to provide family school leave and specify the number of annual hours employers should be required to provide.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days before the convening of the 2014 Regular Session.
