• Request the Insurance Commissioner to convene a working group to explore using electronic notices and documents for insurance communications.

• Working group composition includes the Insurance Commissioner, State Farm Insurance representative, Property Casualty Insurers Association of America representative, Hawaii Insurers Council representative, and Commission to Promote Uniform Legislation representative.

• Working group shall develop alternatives allowing consumers electronic access to insurance notifications and documents while maintaining consumer protections.

• Working group members shall not be considered "employees" under chapter 84, Hawaii Revised Statutes, based solely on their participation.

• Final report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days before the 2014 Regular Session convenes.
