Request the State Auditor to conduct a study on potential effects of allowing graduate students at the University of Hawaii to unionize

Study must examine graduate student working conditions, compensation relative to cost of living and other unionized institutions, workload variations by academic department, and potential employer costs to the University

Establish an Advisory Council with graduate student representation to assist in developing and executing the study

Graduate Student Organization and United Public Workers, AFSCME, Local 646, AFL-CIO supported the measure
