Request the Office of Veterans Services, with assistance from the Department of Accounting and General Services and Department of Defense, to develop a plan for a memorial on State Capitol grounds honoring veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation New Dawn, and Operation Enduring Freedom.

Direct the Office of Veterans Services to hold a public hearing to receive comments and input from interested organizations and residents regarding the proposed memorial.

Require the memorial to be located on State Capitol grounds near the existing Korean and Vietnam War Memorial.

Mandate that the Office of Veterans Services submit a report with findings and recommendations to the legislature no later than January 1, 2014.

Transmit certified copies of the resolution to the Director of the Office of Veterans Services, Director of Accounting and General Services, and the Adjutant General.
