Urges U.S. Congress to classify resident citizens of Freely Associated States (Palau, Marshall Islands, Federated States of Micronesia) as "qualified aliens" under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Recognizes historical sacrifices of Freely Associated States citizens, including use of their islands for 67 nuclear tests from 1946-1958, human radiation experiments on Marshallese people, and ongoing military occupation and weapons testing.

Notes citizens of Freely Associated States serve in U.S. military at some of the highest per-capita rates compared to any state, yet lose eligibility for federal benefits including Medicaid, Social Security, food stamps, and housing.

Acknowledges cultural contributions to Hawaii and the Pacific region while documenting discrimination and health consequences resulting from federal benefit restrictions.

Directs transmission of the resolution to the President, Congress members, Hawaii's congressional delegation, and relevant House and Senate committee chairs.
