Requests the Department of Land and Natural Resources to conduct a study of state small boat harbor commercial permits for ocean-use activities in waters between Kalaeloa Point and Kaena Point.

Study must examine permits that existed in 2005 when a moratorium on new permits was established, including their uses and revenue generated, as well as current permits and associated revenue.

Directs the Department to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session convenes.

Addresses concerns about increased commercial ocean recreation activities on the Waianae Coast despite the 2005 moratorium and their impact on traditional fishing and non-commercial recreational activities.
