Requests the Hawaii Board of Education to review policy no. 6701 and section 302A-1602, Hawaii Revised Statutes, regarding acreage guidelines for elementary, middle, and high schools.

Directs the Board of Education to consider whether current acreage requirements should be modified to accommodate twenty-first century school design standards, which incorporate advanced learning strategies, community interaction, and energy-efficient technology.

Notes that Hawaii's schools average 65 years old with more than 40 schools exceeding 100 years in age, limiting student achievement and creating maintenance backlogs.

Requires the Board of Education to report its recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2014 Regular Session convenes.
