Cites studies indicating 30% of military women are raped while serving, 71% are sexually assaulted, and 90% are sexually harassed, with approximately 90% of military sexual assaults never reported.

Argues combat exclusionary rules are not based on women's proven abilities, prevent women from advancement and promotion, and do not actually keep women out of combat zones where they have served for decades.

States that senior military leaders of both genders have indicated combat exclusionary rules degrade morale and readiness.

Directs transmission of certified copies of the resolution to the President, Secretary of Defense, congressional leadership, and Hawaii's congressional delegation.
