Urges Congress to support construction of a War in the Pacific Memorial at the Pearl Harbor Visitor Center to honor World War II Pacific Theater soldiers and the more than 100,000 who died in the conflicts.

Requests Congress authorize the National Park Service to design and build the memorial on Pearl Harbor Visitor Center grounds, preferably on the waterfront.

Specifies memorial design features including a tri-circular design representing soldiers, battles, and U.S. allies; a circular tile mosaic map of the Western Pacific showing major battle locations; and display kiosks detailing campaigns and casualties.

Requires separate kiosks honoring allied nations (United Kingdom, Canada, Australia, Netherlands) with electronic displays depicting their roles in Pacific battles and personnel sacrifices.

Directs the Department of Interior to design the memorial and determine preliminary cost estimates within twelve months of legislation enactment.
