Request Director of Health to establish standards for transporters of ash (including fly ash and bottom ash) generated at incineration facilities for offsite recycling.

Standards should include obtaining unique identification numbers, labeling practices, equipment requirements to prevent ash discharge during transport, and remedial action procedures if discharge occurs.

Standards must address manifest use and maintenance, as well as reporting and recordkeeping practices for ash transporters.

Recognition that H-POWER waste-to-energy facility reduces landfill waste by 90 percent, with ash recycling potentially eliminating almost all remaining landfill use.

Director of Health directed to transmit copies of resolution to all operators of waste-to-energy facilities in Hawaii.
