Requests all criminal justice system agencies to conduct mandatory and ongoing implicit and unconscious bias training for all employees.

Defines bias-based profiling as actions or decisions based solely on traits including race, ethnicity, gender, sexual orientation, religion, economic status, background, age, or culture.

Cites 2010 Office of Hawaiian Affairs and Native Hawaiian Justice Task Force reports documenting disproportionate representation of Native Hawaiians in the criminal justice system, suggesting implicit bias among law enforcement, courts, and corrections employees.

Notes the Hawaii Judiciary has already conducted unconscious implicit bias training for all judges and that prosecutors may unwittingly display implicit bias at various decision points.

Directs certified copies be transmitted to the Attorney General, directors of public safety and parole, all county prosecuting attorneys, police chiefs, and relevant legislative committees.
