Requests the Insurance Commissioner to convene a working group to explore electronic transmission of insurance notices and documents and potential increases to Hawaii's minimum motor vehicle liability coverage.

Working group composition includes the Insurance Commissioner and representatives from the Commission to Promote Uniform Legislation, Property Casualty Insurers Association of America, Hawaii Insurers Council, and State Farm Insurance Company.

Directs the working group to develop alternatives for insurance notices and documents that balance electronic convenience with consumer protection, and consider reforms to offset premium increases from higher minimum liability coverage.

Notes that Hawaii's minimum bodily injury liability has remained at $20,000 per person/$40,000 per accident since 1997, with Hawaii being one of only 15 states with minimum coverage of $20,000 or less.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
