Requests the Chairperson of the Board of Land and Natural Resources to establish an 11-member Coastal Memorials Task Force to review and evaluate the practice of erecting memorials on Hawaii's coastlines.

Task Force composition includes: the Board of Land and Natural Resources Chairperson, Director of Transportation, one House member, one Senate member, one representative from each county, and three community members appointed by the Speaker, Senate President, and Governor.

Members must be appointed within 30 days after the 2013 regular legislative session ends, with the Task Force to hold its first meeting within 30 days of the last appointment.

Task Force shall review coastal memorial practices regarding beach user safety, develop standards to regulate memorial erection, and consider the size, placement, and duration of memorials.

Task Force must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2014 regular legislative session convenes.
