Notes that commutes from the Leeward Coast to downtown and Waikiki currently exceed 90 minutes during rush hour, with projections of approximately two hours by 2035.

Cites projections that the Leeward Coast population will increase 291 percent and housing units will increase 301 percent between 2007 and 2035, while most jobs remain in the urban core.

Identifies the shoulder lane use as an immediate and inexpensive congestion relief solution similar to accommodations already provided to east and central Oahu corridors.

Directs the Department of Transportation to prioritize this initiative and requires transmission of certified copies to the Governor, Director of Transportation, and Executive Director of the Oahu Metropolitan Planning Organization.
