Authorizes the Board of Land and Natural Resources to issue a 55-year nonexclusive easement over state-owned submerged lands in Kaneohe, Oahu for renovation and construction of a seawall.

Covers approximately 63 square feet of state submerged land (tax map key (1) 4-7-019:078 seaward) where an existing seawall encroaches from the adjacent private property (tax map key (1) 4-7-019:077).

Permits the applicants, David A. Knox and Beverly J. Hoversland, to use, maintain, repair, replace, and remove the existing seawall over the state-owned submerged lands.

Requires a one-time payment to the state based on fair market rent as determined by independent or staff appraisal, subject to approval by the Board of Land and Natural Resources Chairperson.

Implements the requirement under Hawaii Revised Statutes section 171-53 that leases of state submerged lands must have prior Governor approval and legislative authorization by concurrent resolution.
