Establishes a work group to examine social determinants of health and risk adjustment for Medicaid, gap-group, and uninsured individuals in Hawaii.

Work group membership includes the Insurance Commissioner, Department of Human Services and Health representatives, health insurance plans, healthcare associations, three health care providers, three community health center members, three consumers (one each from Medicaid, gap-group, and uninsured populations), Hawaii Health Connector representative, Healthcare Transformation Office representative, and legislative committee chairs.

Work group must examine enabling services, care coordination efforts, state incentive structures, behavioral health services effectiveness, risk pool management, value-added services in health care homes, and risk adjustment systems that account for medical complexity and social determinants.

Work group must submit a preliminary report to the Legislature no later than 20 days before the 2014 Regular Session and a final report no later than 20 days before the 2015 Regular Session.

Work group ceases to exist on June 30, 2015 and is subject to Hawaii Revised Statutes Chapter 92; the Office of Healthcare Transformation Coordinator is requested to provide a facilitator.
