Endorses successful negotiation of a Trans-Pacific Partnership Agreement between Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore, Vietnam, and the United States that facilitates faster and more economical business in the region and encourages small- and medium-sized business participation in trade.

Encourages U.S. Congress to favorably consider passage of the Trans-Pacific Partnership Agreement and complete negotiations by the end of 2013.

Encourages Hawaii's business community to voice support for the agreement and develop proposals for economic opportunities for the state.

Commits the legislature to supporting development and implementation of the agreement and offering to host a future negotiating round in Hawaii if requested.

Directs transmission of certified copies of the resolution to the President of the United States, Hawaii's Congressional delegation, and the heads of all participating nations and their legislative bodies.
