Encourages the President of the United States to negotiate and establish a free trade agreement with Taiwan as soon as possible.

Recognizes Taiwan as a robust democracy, significant U.S. trading partner, and strategic ally that has consistently ranked among the top twelve U.S. trading partners for over two decades.

Notes that a U.S.-Taiwan free trade agreement would boost innovation and manufacturing efficiencies through joint technological development and would significantly increase U.S. exports in sectors including automobiles, agricultural products, and research medicines.

References Taiwan's status as the world's largest producer of information technology hardware and its membership in the World Trade Organization, which entitles it to negotiate free trade agreements with other countries.

Directs certified copies of the resolution be transmitted to the President, relevant Congressional committees and trade officials, the President and Legislative Yuan of Taiwan, and Taiwan's representative office in the United States.
