Legislature acknowledges, supports, and commends the Aegis Ballistic Missile Defense System and the Ground-Based Midcourse Defense System for providing protection to the State of Hawaii and the United States.

Recognizes that the Aegis system serves as the foundation of sea-based ballistic missile defense for the United States, Japan, Spain, Norway, South Korea, and NATO member countries.

Acknowledges the Ground-Based Midcourse Defense System with Ground Based Interceptor missiles in Alaska and California, along with sensors and radars around the Pacific Rim, including the Sea-based X-band Radar in Hawaii, as key components of U.S. ballistic missile defense.

Cites Hawaii's geographic proximity to North Korea and references North Korea's December 12, 2012 long-range ballistic missile test and February 12, 2013 nuclear weapons test as justifying the need for military preparedness.

Directs transmission of certified copies to the President of the United States, Hawaii's congressional delegation, the Governor, Lieutenant Governor, and the Adjutant General.
