Urges the Department of Human Services to apply performance criteria when awarding contracts to organizations that provide services to the homeless.

Calls for the Department to evaluate service providers based on their ability to deliver maximum results with the least amount of funds and their track record in helping homeless individuals achieve productive, independent, and sustainable lifestyles.

Encourages consideration of smaller organizations and requests equal contract opportunities for all homeless service providers regardless of size, rather than favoring larger providers.

Requires certified copies of the resolution to be transmitted to the Governor, Director of Human Services, and the Mayor of each county.
