Urges the City and County of Honolulu and homeless service organizations to provide and maintain portable toilets in downtown Honolulu, including Kakaako and Chinatown

References Act 84 (2004), Act 77 (2008), and Act 75 (2010) which established violations and penalties for public urination or defecation in downtown Honolulu through December 31, 2014

Identifies that a large homeless population and lack of business restroom access in downtown Honolulu create sanitation and public health problems

Notes that public urination and defecation discourage business patronage, harm tourism, damage the environment, and harm Hawaii's reputation

Directs certified copies be sent to the Mayor of Honolulu, the Director of Human Services (for distribution to nonprofit homeless service organizations), and the Hawaii Interagency Council on Homelessness
