Hawaii Paroling Authority, with assistance from the Department of Public Safety and Attorney General, is requested to develop a plan implementing an earned-time program allowing inmates to earn credit reducing their minimum term of imprisonment.

Inmates become eligible for parole before minimum term expiration by demonstrating rehabilitation progress in work/vocational training, social adjustment, counseling, therapeutic programs, and education or literacy programs.

Department of Public Safety must conduct annual reviews of inmate records to determine whether to grant, withhold, withdraw, or restore earned-time deductions from minimum sentences.

Director of Public Safety is urged to promptly notify crime victims of any adjustments to inmate minimum term completion dates.

Hawaii Paroling Authority must submit the implementation plan to the Legislature no later than 20 days before the commencement of the 2014 Regular Session.
